Hillsborough County, Florida

In 2024, Hillsborough County partnered with IMS to complete a comprehensive pavement condition survey across more than 7,000 lane miles of roadway—one of Florida’s largest municipal networks. Leveraging cutting-edge LCMS-2 technology and 360° imaging through our IrisPRO Pave™ system, IMS captured detailed 2D/3D surface data to evaluate key indicators such as cracking, rutting, and roughness. The resulting data was integrated directly into the County’s PAVER pavement management system, providing a powerful foundation for proactive maintenance, strategic capital planning, and long-term asset preservation.
The scale of the project required precision, coordination, and a data-driven methodology. IMS’ Connect™ software ensured that every segment of roadway was accurately validated and imported into PAVER, maintaining database stability while achieving full compatibility with the County’s existing infrastructure. Separate analyses for intersections and roadways provided even deeper insights, allowing the County to address areas that experience unique wear patterns from braking and turning.
With the project’s completion, Hillsborough County now benefits from clear, actionable insight into the health of its pavement network. The integration of PCI, IRI, and distress data enables smarter, more cost-effective maintenance strategies that extend pavement life and reduce long-term costs.
