International Cybernetics Joins Forces with Clarion Capital Partners to Launch New Infrastructure Testing Platform

LARGO, FL – June 12, 2025 – International Cybernetics (“ICC”), a recognized leader in infrastructure data collection and management serving agencies across North America, today announced a strategic investment from Clarion Capital Partners, LLC (“Clarion”). This move launches ICC as the first acquisition in Clarion’s new infrastructure testing platform and marks the start of an exciting new phase for the firm.

With nearly 50 years of experience and a reputation for excellence in pavement condition data, structural evaluations, and proprietary data collection technologies, ICC is positioned to scale its impact with enhanced capabilities and expanded reach.

Clarion’s investment reflects a shared commitment to innovation and leadership in the Testing, Inspection, Certification, and Compliance (“TICC”) space. With the backing of Clarion, ICC will continue to grow its footprint while advancing the tools and services that help cities, counties, and state transportation agencies preserve and manage critical infrastructure assets.

“This is a major milestone for us,” said Michael Nieminen, CEO of ICC. “We’ve worked hard to earn the trust of our clients by delivering accurate data, reliable service, and smart solutions. With Clarion’s partnership, we’re energized to push further—to bring new technologies to market, grow our teams, and support our clients in even more impactful ways.”

Nieminen will remain in his role as CEO and will continue to lead both ICC and its subsidiary IMS Infrastructure Management Services (“IMS”) in close collaboration with Clarion and platform lead Mustafa Temiz, a seasoned executive with global expertise in the TICC sector.

“I’m thrilled by the capabilities that ICC will add to the TICC platform and the positive momentum this acquisition demonstrates as we continue to expand the enterprise,” said Temiz. “I am looking forward to welcoming the ICC team and am excited about the industry-leading offerings we can build together.”

Added Nieminen, “We’re not changing who we are—just strengthening what we can do. This partnership opens the door to new tools, smarter systems, and stronger service. It’s a win for our clients, and a win for our team.”
