Sumter County, Florida

Sumter County partnered with IMS in 2024 to transform its pavement management program, completing a countywide condition survey across 900 centerline miles of roadway. The project marked the County’s transition from manual evaluations to a fully automated, GIS-integrated pavement management process—enabling more accurate, efficient, and data-driven decision-making. IMS delivered a modernized PAVER database, seamlessly aligned with the County’s GIS and connected to a custom treatment prioritization tool that reflects Sumter’s unique infrastructure goals.

Using the IrisPRO Pave™ system with LCMS-2 2D/3D imaging, dual line-laser profilers, and GPS-referenced right-of-way cameras, IMS collected detailed distress data—including rutting, roughness, and surface cracking—across the entire network. The data was processed and quality-checked using Connect™ software, then geospatially linked to the County’s PAVER and Cityworks platforms. A custom Data Quality Management Plan (DQMP) ensured precision and consistency throughout the process. The solution also incorporated a supplemental prioritization model, empowering the County to factor in local priorities such as school zones, emergency routes, and stormwater impacts.

A key project highlight involved tailoring strategies for The Villages, Florida’s largest retirement community, where IMS implemented a preservation-focused approach to maintain serviceability and safety within a high-use network. With its enhanced, data-rich management system, Sumter County can now monitor pavement conditions in real time, optimize maintenance investments, and plan for sustainable long-term infrastructure performance. The initiative reflects our team’s commitment to providing customized, high-quality pavement management solutions that empower local agencies with technology, precision, and actionable insight.
